Nearly $10M road project to give new surface to North Second Street in Rockford

The Illinois Department of Transportation plans to resurface a more than 2-mile stretch of North Second Street in Rockford this summer.

ROCKFORD — The Illinois Department of Transportation plans to mill and resurface a more than 2-mile stretch of North Second Street this summer from near the YMCA of Rock River Valley to the southern edge of Loves Park.

The construction contract is expected to be awarded in June with work beginning late this summer, according to City Engineer Tim Hinkens. Work is expected to wrap up late this year.

The nearly $10 million project will resurface North Second from Whitman Street to Snow Avenue. There’s also a small stretch of Forest Hills Road from North Second to Landstrom Road.

North Second Street, also known as Illinois 251, is a state highway and under its jurisdiction for maintenance and improvements.

The total project cost is estimated at $9,943,700, with the city of Rockford responsible for paying $31,939 of that, according to an intergovernmental agreement between the two agencies. The city’s share is paid through motor fuel tax revenue.

The city’s fiscal responsibilities are related to traffic signal improvements at Y Boulevard and Ethel Avenue, as well as manhole and valve box adjustments that fall under the city’s purview.

The city’s Finance & Personnel Committee on Monday gave preliminary approval to the deal. It goes to the full City Council next week.

“I’ve received quite a few constituent complaints on North Second Street, so I’m excited to see this being undertaken,” Alderman Chad Tuneberg said during the meeting.
