New restaurant under construction beneath Burnham Lofts in Rockford

ROCKFORD — A new restaurant is being built on the ground level of the Burnham Lofts at the corner of West State and South Main streets.
So far, developers have not revealed the name of the business under construction. A building permit issued to Thinh To in late August says the work is for a restaurant buildout, and city officials said it will be a fast casual Mexican restaurant that is locally owned.

Thinh To could not be reached for comment. Urban Equity Properties, which owns the building at 202 W. State St. but is not handling the construction, said it could not comment on the future restaurant.
The space was initially pitched as the site for Capital Foods, a would-be grocery store set across from an upscale downtown restaurant called Capital House. However, Capital House closed in July 2019 and the grocery store never materialized.
No timeline for the completion of construction or opening of the new restaurant has been given.
